The term "shareware" describes a software marketing model based on the try-before-you-buy philosophy, which has a long tradition and continues to gain popularity.  Whatever you call it, some of the most successful products are free to try.

Directories of Windows Shareware Directories

• Google Directory - Shareware Directories
  the most prominent shareware directories, in order of their Google page rank.
  
  
• Open Directory Project - Shareware Directories
  an alphabetical listing of the couple hundred or so shareware directories in the Google directory.
  
  
• Association of Shareware Professionals (ASP) - Shareware Download Sites
  an extensive list of shareware directories, with indication PAD support, ordered roughly by date of addition.
  
  
• AccuSolve - Shareware Tracker Site List
  lists almost 500 shareware directories, with optional sort on name, URL, date added, or date modified.
